Well the mystery of who Teri Hatcher and Kevin Sorbo is coming to a close. While we've been able to put the pieces together fairly quickly, the names of the charcters haven't been revealed until now! Supergirl's second season episode sixteen, Star-Crossed, had 28 images below, and in the captions, we discovered that Teri Hatcher is playing Rhea, and Kevin Sorbo is the famous Lar Gand! Lar Gand in the comics was actually Mon-El! He became a member of the Legion of Superheros and has powers very similar to Superman! Well looks like Supergirl's interpretation of Lar Gand is a bit different! Check out the photos below:

When Maggie rescued Brian and shot the Cadmus agents masquerading as Cops, or any time Alex used it, they seem very casual with its use, firing immediately without offering the opportunity to surrender and not displaying remorse of any kind. This would lead me to think its non-lethal but I would like the show to be a little more clear.
Quoting Stewart Tick:
However, Lar Gand in the show may well turn out to be infamous. We'll see.
Are the DEO sending him on Night Training Courses?
Quoting AshGirl19:
yeah..i remember it now..thanks Jondix
Its his father so no problem there. They did the same with Laurel's mother on Arrow. It is already confirmed Chris is the famous Mon-El from the comics and will become as heroic as him incl wearing the suit
Speaking in my professional capacity as a physics teacher, I would surmise that the gun's power source is almost certainly nuclear. (How else could it produce so much energy in such a small volume?) Most likely, nuclear fusion, in my estimation. So I'm thinking that you reload it with deuterium (hydrogen-2). That's not too hard to come by. Got any heavy water handy? All you need to do is electrolyse it! ;)
It's a device who can create small bridges between dimensions made by Cisco Ramon, allowing Kara to cross towards Earth 1 (and coming back home) if/when she needed it.
