Being at San Diego Comic Con is a truly amazing experience! Today we were privileged to meet with the cast and executive producers in the media roundtables and ask them all the questions we possibly could in the time allotted! Our interviews will be up asap. On the heels of that incredible experience, we also learned some AMAZING new things from the SDCC Supergirl panel! First let's talk about the new cast members joining the show this season:
Nia Nal aka Dreamer is being played by Nicole Maines and is described as:
The newest addition to the CatCo reporting team. A soulful young transgender woman with a fierce drive to protect others, Nia’s journey this season means fulfilling her destiny as the superhero Dreamer (much like Kara came into her own as Supergirl
Colonel Haley played by April Parker Jones is described as:
Hardline career military woman who lives and dies by the orders of her commanding officers. Dedicated to her country, she always acts in its best interest — even if it’s not her own.
Manchester Black played by David Ajala is described as:
The type of guy who brings a knife to a gunfight and still walks away the winner. With a dark past, he easily deflects the brutality of his mission with his charm and sense of humor.
Besides the new actors, there is at least one returning familiar face. Lynda Carter will be back to play President Marsdin as well! That about covers it for actors and new roles but there of course is the video section! First we got an all CW DC shows trailer that really didn't have too much new footage but hinted at Batwoman heavily! The video even made us think it could be Earth 38!
As cool as that was, the real neat stuff came from the monolog from Agent Liberty who really set the tone for season 4! Check out the trailer for next season below:
Supergirl returns for its fourth season on October 14 in its new Sunday 8/7c time period on The CW. Based on the DC characters created by Jerry Siegel and Joe Shuster, the series is executive produced by Greg Berlanti, Sarah Schechter, Robert Rovner and Jessica Queller. Supergirl is produced by Berlanti Productions in association with Warner Bros. Television.

Some highlights:
She will be the great-great-great-great-great-grandmother of the Legion member Nura Nal/Dream Girl. I think this is a smart move this way they can take some characteristics of the established comic character but avoid the criticism for not being comic book accurate.
Her superpower will be the ability to see the future, which is like Dream Girl in the comics(thanks Stewart for the link). By picking a character who's powers don't overlap with Kara's the "Kara is depowered for another hero" issue is off the table.
She's a cub reporter who worked for Cat Grant as an intern at the White House. Any link to Cat IMO is a good thing. Between this and an appearance from President Marsdin I'm cautiously hopeful we might see Cat.
Thanks to the casting crew on casting the proper actress for this role.
Yes
In the Silver Age Adventure Comics Nura (not "Nia") Nal was the secret identity of "Dream Girl" (not "the Dreamer"). She was a member of the Legion of Superheroes, starting in 1964:

Manchester Black first appeared in Action Comics in 2001. He was at first an antihero, and later became a supervillain. (In the comics, Black was British, but I have no idea if the TV version will be.):

Colonel Haley appears to be a new character, invented for the TV show.
But in fact, it turns out that there is a real Colonel Rosemary Haley in the US Air Force. Who knows, maybe she's the real-world prototype for the new TV character?

Bah ha ha I don't know why I said "white." I must have had USA Kara vs. Russian Kara in the back of my mind. I meant, it looked like our Kara's Supergirl colors red and blue. I would think maybe the other Supergirl would have different colors. But yeah... Putting Mel's stunt double in a masked suit would make sense. But then Ket made a good point about the "S." Hmmmm...
1. probably some flight abilities, but not the outer space variety.
2. Might be more than that. There's still that dangling subplot from last season regarding copycat DEO weaponry suddenly loose on the streets of National City. Also, Lena manufactures Kryptonite now, and that might be an attractive prospect to a leader of the Sons of Liberty.
3. Red Daughter wouldn't wear the 'S'. Looks more like Brainiac Five will be gaining access to some Fortress of Solitude technology.
