Supergirl might be facing political pressure to reveal her secret identity but with Manchester Black and Agent Liberty behind bars, the immediate threat will actually turn to the Elseworlds crossover coming next week! Of course, we can't believe that Manchester or Agent Liberty are done yet. Today, Deadline.com has learned that another villain has been cast. Jessica Meraz from Major Crimes has been cast as Menagerie. Menagerie aka Pamela Ferrer has some history in the comic books with Manchester. She is described as:
An iconic DC villain and a member of Manchesters Black’s “Elite,” Menagerie is a jewel thief who doesn’t mind hurting people.
The Elite gave Superman quite a run in the comic books. This newest development makes us wonder if Manchester and the Elite might take the season bad guy spot in act 2.

@LibertyPrime - thanks for the information on the story. Sounds like it could be interesting. My only concern is that it's yet another pull from the Superman vault. It would be nice if the writers/producers would spend more time creating new stories to build the Supergirl legacy rather than continue to expand on already established Superman stories.
Like Agent Liberty, Earth-38's Manchester could end up radically different than his comic book counterpart. But I would call him a villain--at this point in the storyline anyway. He just happens to be pointed at other bad guys.
In a nutshell, it is the moral conflict between Superman and the more violent Manchester Black and his superpowered gang, the Elite. Manchester believes that Superman is too much a boy scout to do what it takes to put criminals away. Superman believes that Manchester lacks restraint and is as much a villain as the people he fights. It plays out in the court of public opinion as well as the character's arguments and physical confrontations.
No spoilers, but acting-wise, Melissa would have a lot to sink her teeth into. She would knock the final showdown out of the park--if the writers chose to resolve things in a similar way.
The story was previously adapted as an animated direct to video release, Superman vs the Elite.
I hope they don’t forget about Kara’s double in Russia.
