By my count there are at least three possibilities. Reign, Doomsday or an unknown third quantity. After all, the dialogue did say that "it" should survive and reign on Earth. ;)

The comics from the 60's indicate "Dev-Em".
The original Dev-Em was a Kryptonian juvenile delinquent that attacked Superboy; after being thwarted by Superboy, Dev-Em traveled to the 30th century where he became an occasional ally of the Legion
