1) The actress wouldn't matter so much provided she had a good grip on the story, the lore and the pure essence of the character.

2) It would have to be a stand-alone origin film first before adding her to an existing group (e.g. Justice League) or proper introduction into another DC character franchise (e.g. Superman or Batman).

3) In reply to Fedguy's assertion - only in the Zach Snyder's MoS interpretation. With reboots and offshoots, anything is possible.
