Actually, I goofed! In this issue, the Brave & the Bold 160, the Big Bad was Colonel Sulphur. Dr. Light was the main villain in the issue that you posted, 147.

I remember a previous team up in B&B. It had Dr. Light as well but her foster father didn't feature. That was my introduction to Supergirl.
