Zod is so overused and over done as a character. I guess they have to incorporate them somewhere though because they never really explained what happened to him in season one when he was the leader of the insurgents on krypton

Well we know we will still have Cadmus and Lillian Luther as a villain. She explicitly said their alliance was temporary, then she double crossed Kara first chance she got, so she's definitely sticking around. Actually Cadmus seems like it could stick around for multiple seasons. But they probably won't be the only villains, so lets think who else is there...

Like Kara, Mon El will probably have people who want to kill him because of what his parents did. With his parents gone all their aggression will be focused on him.

Also since Rhea mentioned, she wanted Mon El and Lena to create an heir, and that she has a lock of Lena's hair, and Mon El said Daxamites can apparently create offspring using just the parents hair. I think it's safe to say that she already has started creating said baby. Said child would probably be easily turned against his/her biological parents, and could easily seek revenge when it gets older (there's probably a way to age it up quickly in universe too because to do otherwise seems like a bit of a waste, maybe daxamites grow up quickly?...)

I don't think Lena will be a villain because: 1) Lena is trying to distance herself from Lex, and Lillian's xenophobic terror 2) she feels no loyalty toward Lillian (she turned her over to the police), and 3) it would be redundant to have two fem evil Luthors.

As far as Zod is concerned, wouldn't that just be season one again? (by the way speaking of season one the writers need to come up with an idea for a season finale that is something other than aliens take over National city, and Kara having to fight a mind controlled family member. Seriously this is the second time in two seasons)

So my bet would be CADMUS, and possibly the hair child, along with the usual mix of one episode villains.
Don't assume malice when stupidity is an adequate explanation. At least, not the first time.

Superwoman as in Lucy Lane? Not going to happen. Lucy was absent this season because Jenna didn't want to move from Los Angeles to Vancouver, and I doubt that has changed.
Some other version of Superwoman who isn't someone we've already seen on the show? Plausible, I suppose.

As Gavagai has already said, Cadmus has the makings of a long-term multi-season antagonist.

If Peter Facinelli is available, I wouldn't mind seeing Maxwell Lord back for a short (3 or 4 episodes) story arc, but not a big full-season arc.

Since the show now films in Vancouver, and "Bitten" has ended, maybe Laura Vandervoort would be available for an extended story arc involving Indigo. That could be fun.

Ahhhh, the trappings of uncreative writing. They had Maxima. Freaking MAXIMA, for goodness sake, last season, and she was one and done. Her story would be absolutely EPIC if handled well. You could also introduce Big Barda and Mr Miracle and have their story touch on Apocalypse. Could lead to an TV introduction to Granny Goodness and the Furies or maybe even (heaven forbid) DARKSEID in later seasons. It could touch on Kara's development in soooooo many ways. Wishful thinking, what with the DCEU also teasing these characters in the future, but I think I have made my point.

I want to suggest that we have a long-term villain and that can be Cadmus throughout the series, running in the background. Then we can have maybe a series of villains like Rhea each season. Have a main one with Cadmus and some minor villains pop up here and there.

What do you think?

Totally agree Argo and I think I've suggested it. Kara should have a Luthor as a long term nemesis but it should be Lillian not Lena. Cadmus should be a persistent thorn in Kara and the DEO side. It seemed that Kara and Lillian were developing a respect for each other in S2E21. Note I said respect not trust. Kara was smart not to trust Lillian and never should. Lillian as a nemesis would add an interesting dimension to Kara's relationship with Lena. It's clear that Lena doesn't trust her mother but it's not fair to Lena to be put in the middle between her friend and her mother.
