In the Last Episode (Fort Rozz) Livewire repeatedly mentions that Reign killed her friends, at one point when fighting Reign, she even says "you need to stop attacking my friends", she clearly cared about these people. It would be nice to know who they are. With the possible exception of Siobhan, we never saw her befriend anyone before, so it was a pleasant surprise to learn that she has (or rather had) friends.
But who are these people? The only thing we know about them is that they are criminals.
Was she part of a gang?
Did any of her friends survive?
If so do any of them care enough about Leslie to avenge her death?
Did Leslie consider Siobhan to be a friend? (How is Siobhan? Is she ok?)

Am I the only one that cares about this? Probably, but what do you guys think?
Don't assume malice when stupidity is an adequate explanation. At least, not the first time.

Livewire's comment is unfortunately an example of the writers just telling us rather than showing us. It's what happens when they try to do too much too soon.

There are many things that the writers are doing well this season and I think one of those is the development of Sam to make us connect with her as she became Reign. However, the alter ego Reign's development has been rushed. Her dominance over National City and terrorizing of aliens and criminals should have been more prominent in Episode 10 then it was to set the stage for everything that followed and for that that will come in the future. But, it was packed too full to really get that necessary background.

But then why bother bringing Livewire into the mix at all? The whole "no y chromosome could servive this mission" thing, was clearly a contrived way for Livewire and Psi going to make sense. (Sorta, M'gann doesn't possess a y chromosome. She has the same powers J'onn has and would be willing to help. They could have just stopped by Mars to pick her up on the way to Fort Rozz, hell, she probably would bring another three white Martians with her.)
So clearly they wanted to include Livewire, but why have her motivation be her friends if you clearly don't want us to care about them. Psi didn't need fallen friends to motivate her.
Would it have hurt them to give us an 8 second flashback of Livewire reliving her friends deaths? Mabye show her laughing with a group of people, Reign shows up her friends try to run away, she zaps away, she zaps back and all her friends are dead.
Psi is right there!!! Wouldn't it have made more sense for Psi to attack Livewire, the person she's been arguing with the whole trip and the one person she actually threatened, instead of Imra the one person with whom she has nothing mean to say?
And more importantly why kill Livewire off? She was a great comic relief character, and Supergirl doesn't have many (Or perhaps any) more of those. Cat was great with her crosses the line twice humor, but Calista couldn't make the move to Vancouver, Mon-El worked as comic relief with his 'I don't understand earth ways' shtick until he became Kara's love interest then all the drama began, now he has the burden of leadership, and isn't a fish out of water anymore. Livewire was the last comic relief character left, (unless you count Myronn, and that's just Mon-El's 'I don't understand earth ways' crossed with 'young people are weird')
Do they just not like comic relief characters? Was there some problem with Brit Morgan?
I just don't get it

I assume she's still being held in a prison cell at the DEO, right?

There is an interesting plot possibility here. On some comic book occasions when the earth si invaded from outer space, or wherever, someone decides to turn loose all of the supervillains and supermonsters, or at least the ones that can understand that if the good guys lose the bad guys, too, will be eaten by Cthulhu, or whatever, and therefore they should line up on the side of virtue.

Actually, they said at the end of "Worlds' Finest" that Barry gave the police a way to jail metahumans. It was implied that both Livewire and Silver Banshee went to jail instead of the DEO.

I wonder if there actually are solid prison sentences for metahumans/aliens on E-38, after all although Psi helped out, she did not earn a pardon, just a better cell (with a window). I suspect Leslie might have earned a pardon though after helping Kara out.

But yeah returning to the topic at hand, Silver Banshee is probably not coming back because her actress is on Designated Survivor or something. (I still wonder why Kara didnt think about bringing Bizarro awake again bc she is nearly as strong as Kara and would no doubt have helped against Reign)

But yeah, the Leslie remarking about Reign killing her friends was a more or less good explanation for other villains not being prominent in the city since Reign appearing.

One thing to note, Siobhan was allowed to go free initially after her powers were revealed, she screwed it up for herself by attacking Winn after he broke up with her and throwing Kara out a window. (I do wish they hadn't abruptly abandoned her after the crossover after all that build up)
