Does Earth 38 have Superhero Insurance?

This issue was mentioned on-screen by Maxwell Lord in season 1, episode 2:

Forget about Supergirl’s lack of experience, I’m talking about the trouble she’ll bring to National City. Look at Metropolis. Since Superman’s arrival, a veritable super bad guy war has been waged on that city. Their maintenance budgets have quadrupled. National City does not need Metropolis’ problems.

I would suspect that property insurance rates in National City have probably skyrocketed in the past 2.5 years. As Max suggested, taxes have probably also gone up, to pay for increased repair/maintenance costs for public property like roads/bridges/parks, etc.

The original premise of the short-lived NBC sitcom “Powerless” would have dealt with this issue. It was originally supposed to be set in a property insurance company in a world full of DC superheroes. But, the network retooled it before it aired, changing the type of company involved, so it isn’t actually a good example.

Back in 2013, Buzzfeed hired some analysts to estimate the amount of damage done in "Man of Steel." The property damage alone was estimated at 700 billion dollars. The link is below.

First, Superman and Supergirl undoubtedly help out with the "cleanup" and basic repairs later in scenes we don't see in the actual show, since it has little to do with the main plot. Just as Barry rebuilt a lot of Central City, working at superspeed at night, after the singularity hit in the Flash's first season.

Having one-person mobile constuction "crews", that can lift thousands of tons and work at hundreds of miles per hour probably cuts down in the overhead a lot.

Secondly, technology is obviously more advanced in some areas on Earth-38, with Luthorcorp (excuse me, L-corp) and others adapting alien tech to Earth problems. That probably means a considerably higher tax base and advantages in rebuilding stuff.

That has been a question throughout the ages of comics, and for the most part has never been answered....I just don't think people care...lol

I will say, however, that a Marvel superhero group called The Fantastic Four, have dealt with this, and they paid for any damages out of pocket....they did not have Superhero insurance. So, I would assume that that is what happens here as well, the DEO has some kind of slush fund for damages. HOWEVER, there is quite a bit of damage done by police, etc and I've never heard of them paying the damages, for the most part the insurance that the people, businesses, etc have pay up....

The police don't tend to level entire city blocks.
I hadn't thought of the hero's having to pay for insurance. I assume that they would be covered by 'good Samaritan' laws or something like that. You wouldn't want to discourage Superheroes from coming to the city's aid. I was thinking that it would be something property owners would buy.
For example Lena owns two buildings in downtown National City. Can she buy insurance that would cover damages due to Supergirl fights? If not, how can anyone afford property in National City, when they have to rebuild all the time?

they actually made a TV show about this topic last year I think, it got pulled after a few episodes as no one was watching it. Its a fantasy medium and people dont really care to consider all the consequences of everything. They tried to over analyze all the consequences in Batman V Superman and look how divisive that movie proved to be. People just want to immerse in the fantasy and escape real life for a bit and not wonder about the conversation with the insurance adjuster.

Perhaps the federal government helps out with the burden, like in the case of natural disasters.

Or, perhaps the repairs are covered through military funding is some way, since if the superheros weren't around the government would just need to spend a lot more on defense.

Still, I can't imagine why anyone would want to live in Star City, or Gotham for that matter.

Modestly more than 30 years ago, an eastern American city had a disagreement with a radical group that was resolved with strategic bombing. The one bomb killed 11 radicals and destroyed via the resulting fire 60-odd buildings. The city ended up spending close to 7 million to rebuild the properties, and was fined 1.5 million dollars by the Feds for violating people's civil rights. To avoid embarrassing the guilty, I omit details, which happened only a few years before the heroine was born.
