Your last statement I think is a bullseye...the way he knows when to attack the heroes and then shapeshift into what has to be Kara's pod...it has to be Jonn's brother.
As for this little jaunt with the dinosaurs, it was another reason for some to complain about Supergirl and her being powerless.
The writing from this sample has a little of the fantasy flare to it...with Kara going "ew" when landing on a poster of Lex Luthor...after all...he was the one who told Lena Kara Danvers and Supergirl were one and the same.
