In general terms, the Elite and the story "What's so Funny..." were inspired by the grim, violent anti-heroes popular at the time. Menagerie was a take on Spider-Man's Venom, another alien symbiote. I thought the Hat seemed to be based on the Mask, who was considerably darker and more violent in the comics than his film incarnation. I don't have anything to back that suspicion up however.

Thanks! That should be interesting. Besides Mxyzptlk in season 2, we haven't really seen magician type villains. I hope we see a bit of Supergirl against the Hat to see what magic tricks he has for our Girl of Steel. I think it would be a bit of a letdown if we only see her fight Manchester.
In the comics, he can literally pull just about anything from his namesake magic hat. And I think he can breathe fire.
Although those would give Brainy pause, I expect the show will tone his powers down somewhat--or give us a reimagined take on the character, as with Reign.
On picture one, Brainy and Nia seem taken aback by him. Normally, Brainy doesn't seem suprised in dangerous situations but he does in this one.
Well, this gag might be partially inspired by the tech crew member on the show who's always wearing funny T-shirts on set.

There are though far too many villains or anti-heroes in this season. With Lockwood, the worst of them all, his bluster is about to start a war.
