Jeremy Jordan returns! We are very excited to have series original Winn Schott back for a couple of episodes. It sounds like his return will be perfectly timed when Kara starts to hunt down a Toyman copycat. Also, judging by the title this will be a multipart episode! If that wasn't enough, this is the episode that David "Money" Harwood directs! How much fun the cast must have had having David calling the shots and having Jeremy back on set! I never really saw them as a trio, except in the episode "Solitude", I saw it more of Kara and Alex working together, and Winn helping out towards the end of the season, making them more the trio that headed into Season 2.
As far as Mon-el, there are rumors about on the twitterverse that Mon-el will be in Season 5 at some point, so who knows....maybe he comes back as well and they are just trying to keep that part of of it a secret.

Chris didn’t leave the show on bad terms, the cast and crew love him. It’s the character he played that has a I think complicated is a good word relationship with fans. Unfortunately some fans who don’t like the character took that out on Chris and I respect if he doesn’t want to do that again. That being said the synopsis doesn’t say that much. Chris has been seen with a beard again when he didn’t have one for the wedding. IMO there’s a greater than zero chance that Mon-El comes back for a visit too. Personally I’m fine either way. If he doesn’t appear I do think it would be odd if he isn’t mentioned at all but there’s an easy fix for that. Winn can simply say something like Mon-El’s in the middle of a mission in some far away galaxy. That’s simple, wouldn’t take long and won’t cause Kara distress. I think it would be cool if Winn gives Kara a letter from Mon-El. After Winn leaves we have a closing scene of Kara reading the letter and smiling but I don’t want the audience to see what he wrote, leave that to our imaginations. One thing I don’t want is for Mon-El to have died. I think that’s unnecessary and wouldn’t contribute anything Kara’s story, she’s had more than her share of grief.

If you're referring to the show overall, I'd chalk not mentioning Mon-El down to two things:
1) In show: It's likely to be a sore point with Kara, "Hey, remember when you fell in love with Mon-El and he went to the future and got married and came back and almost got back together with you and then returned to the future with the guy who used to be your best friend? Good times." I can't imagine her circle would bring it up often.
2) Outside of show: Unless it's somewhat related to the current plot, writers in general won't focus on characters who have left. And when the characters standing in the fandom is--shall we say--complex, it is so much the harder to justify the time. I do think it's likely he will be mentioned this episode, assuming he does not appear in person.
Personally, I would be happy not seeing the character again. I like Chris Wood and think he did a great job. However, I think his character was poorly served, especially in the way his return was handled.
Anyway, I'd also love it Winn actually mentioned, you know, the other guy, James. I would love a callback to the original friendship trio from season 1.
I don’t think Mon-El is coming back for this or any other scheduled episodes. At least it has not been even hinted at anywhere I can see.
I cannot WAIT for Winn to come back. He was a great bit of comic relief and always meshed so well with the others. Should be a fun couple of episodes (assuming the 1 has a part 2!)
