In terms of narrative function and other stuff, what is Winn now?

In my opinion the introduction of Guardian also ruined Winn, as,

Winn used to be Kara's close friend. Now they barely talk, Winn's bff is now James, and Kara's bff is now Lena ( no complaints here, I like Lena)

Winn used to be Kara's tech guy. Now he is James' tech guy. He is barely involved in anything Supergirl does.

So in relation to the main character, Winn currently kinda isn't anything. :(

I have to 100% agree, Winn was great at the DEO until Guardian came along. He should have been fired from the DEO with the crap he has pulled since playing with Guardian.

Well he is still a tech guy at the DEO.
In terms of narrative at this point he is Mr Exposition . When a plot point needs to be explained he points to a computer says something about hacking into some database or something and explains it to the other characters and more importantly the audience.
Don't assume malice when stupidity is an adequate explanation. At least, not the first time.

What we saw of Winn in this last episode (ep. 19) was exactly as he should be, with a little more comedy thrown in every once in awhile, but I much prefer him going DEO only.

I think Mr. Exposition covers if perfectly, what he does now. I know this is probably boring for some people, but a role like that is also necessary, somebody has to do it and for the show it's probably better if it's a person people actually also like.

I actually think it's kinda over the top how good Winn is (Winn being able to hack the Daxamite ship reminded me of the original independence Day) and of course that he can do full time work and also work for Guardian at the same time and have a social life. I also think it's pretty ridiculous that James is supposed to be this important person at CatCo and still have his days and nights free to do Guardian stuff. I would have liked some storylines about how it's not so easy to do both things well.

Even Kara was struggling to balance those two jobs and she's Supergirl, so she presumably doesn't need as much sleep as humans and her season 1 job wasn't so intellectually demanding. I think the DEO getting mad at Winn double dipping would actually have been an interesting storyline. Or James neglecting his CatCo job.

I think the Winn/Kara/James dynamic in season 1 was sweet, but I'm not surprised that they moved Winn to the DEO and didn't think that there was a point in essence having two different "command centers" for Supergirl. Winn always seemed way overqualified for CatCo.

I actually said exactly this.

My unpopular opinion is that I have become completely indifferent to Winn as he is just the show's Deus Ex Machina. He has also become so OTT in the comic relief dept that he is like a class clown.

I loved Season 1 Winn, where the humor was more subtle and earnest. And he felt like an actual character.

Now he is so OTT, I just can't take him seriously. I mean, in addition to what Thalolli said, lets have Winn translate (insert Alien language here) including Kryptonian, but lets not ask the ACTUAL Kryptonian what it all means. Lets not consult the Alien Kid who travelled to 12 planets probably being groomed to be some sort of ambassador to interplanetary affairs!!

And yes, lets have Winn, the IT genius tell us that there is trace Kryptonite in the DEO, but Alex, the Bio Chemical Engineer would never have thought of that, right?

If he has so much time to do his job, partner with the Guardian, find a love life, etc, how come he never had the time to fix/build Kara's anti Kryptonite shield?

Yeah, the narrative use of Winn can be ridiculous. Many have said that Winn is the Cisco/Felicity of SG, but Cisco has substance, not just Mr. exposition.

I like the rare moments when he has something subtle or serious to do, but otherwise, I'm not a fan of Season 2 Winn. I also can't get over how he gets away with everything and there is never any consequences to his errors.

That got to be kinda a rant, lol. But you asked. :P

That's a really interesting point. Especially since Winn did get some character development this season, growing friendship with James, that time when he had a bit of PTSD after getting punched, the relationship. But it's a good point that in a way that has made him feel more unrealistic anyway, especially considering that they have him be perfect at everything, including non-IT stuff. I think it also takes away some of the tension if Winn can just whip up a solution to everything. Not to mention, it often gets inconsistent if they then have an episode where suddenly he can't do it because the plot requires it (kinda like J'onn's mind reading that is only used when it's convenient).
